A guide to application letter will be sent to eligible households. 10.National Pension10-1 National Pension SystemPeople insured by National Pension Residents of Japan between 20 and 60 years old are obliged by the law to join the National Pension System and pay pension premiums regardless of their nationality. However, this does not apply to those who are members of Employees’ Pension Plan (Kousei Nenkin). In addition, a person can join on a voluntary basis between the ages of 60 and 65 years old, or up to 70 years old if they do not satisfy the minimum qualification period to receive a pension. Pension Contribution ¥16,540 a month(FY2020) Exemption System: Application A person can apply for exemption if they are having difficulty paying the pension premiums due to reasons such as low income, loss of job or if they’ve just arrived to the country etc. The application will be examined based on your/your spouse/your householder’s previous year income and employment status. Applying does not guarantee full exemption. Types of exemption include full exemption, postponement of contribution, partial exemption, etc. Special Payment System for Students If you are a student and your income is less than a certain amount, you may be allowed to postpone your contribution payment if your application is approved. If so, the pension amount you will receive in the future will be reduced. 10-2 Receiving PensionThose who are a member of National Pension can receive the following types of pension. It is necessary to meet certain conditions, please ask the Pension Office for more details. (1)Old-age Basic Pension Old-age Basic Pension can be received at the age of 65 if they have paid the insurance premiums for 10 years or more (including the exempted periods). A person can request an early payment starting at the age of 60 and receive reduced amount of pension or postpone the payment until the age of 66 or later and receive an increased amount. (2)Disability Basic Pension A person can receive Disability Basic Pension if they became disabled during their membership to the National Pension or those who have a disability were diagnosed and recognized before the age of 20. (3)Survivors’ Basic Pension If a person passed away during their membership to the National Pension, the spouse of his/her children or his/her children can receive the Survivors’ Basic Pension. (4)Others Lump-sum Payment for the Bereaved, Lump-sum Payment for the Withdrawal of Short-term Foreign Residents etc. 11.National Health Insurance11-1National Health Insurance SystemPersons to Join National Health Insurance Everyone must enroll in the National Health Insurance, excluding those who are members of Social Insurance from their employer, members of Medical Care for the Elderly or those receiving Public Assistance. Foreign Nationals who are approved to stay in Japan for more than 3 months must join the National Health Insurance. (Excluding those who entered the country with a medical visa and those with status of residence for tourism and recreation.) Medical and Insurance Premiums An insured person can receive a variety of medical treatments and pay for just a part of the cost by presenting their insurance card on the hospital’s reception desk. All insured people are obliged to pay the medical premiums regardless of whether they have been hospitalized or not. The National Health Insurance Premium is the total medical insurance premium, including the premium for supporting the elderly and nursing care premium (only for 40 ~ 64 years old) The health insurance premium for each household is determined based on income, the number of household members plus a standard amount levied per household. A guide to application letter will be sent to eligible households. 11-3 Lump-sum Birth AllowanceAn allowance will be paid when an insured person gives birth. This includes stillborn pregnancy and miscarriage from 12th weeks (85 days) of pregnancy. As a general rule, National Health Insurance pays directly to medical institutions (Direct payment system). National Health Insurance will not provide Lump-sum Birth Allowance if it is paid by another health insurance. 11-4 Funeral ExpensesWhen an insured person dies, the bereaved person will receive the allowance upon application. 11-5 Traffic AccidentsAn insured person can receive medical treatments under National Health Insurance if they get injured due to a third-party act such as in a traffic accident. In that case they must submit a Notification of Injury due to a Third-party Act. However, receiving medical treatment costs or having a private settlement with the party who is at fault may lead to disqualification from using the National Health Insurance. Be sure to contact the National Health Insurance and Pension Division in case of any damages. |
